Hundreds of properties in Jubilee Hills, including plots on Road No. 44 where Chief Minister A Revanth Reddy’s residence is located, are on the Section 22-A prohibited list, according to a Times of India report. The restriction, which comes under Section 22 of the Registration Act, blocks the sale, transfer or mortgage of listed properties. Owners say they are now being asked to obtain a no-objection certificate (NOC) from the Hyderabad district collector before they can complete any transaction.

What the 22-A restriction means

Properties on the 22-A list are treated as land over which the government has a claim, often as surplus ceiling land. In practical terms, a listed property cannot be sold, gifted, transferred or mortgaged through the sub-registrar’s office. Residents affected by the Jubilee Hills listings told TOI they have been approaching the revenue and registration department seeking removal of their properties, since the restriction has locked up their ability to transact.

Why Jubilee Hills is affected

Jubilee Hills Cooperative House Building Society Ltd (JHCHBS) was allotted 1,398 acres by the government, and during the 1970s and 1980s, portions of that land were passed on to societies, hospitals and educational institutions. The society now has 3,035 plots spread over about 1,100 acres in survey numbers 403/A, 120 and 102/1, with around 5,000 members. Survey numbers 403/1 and 120 fall in Shaikpet village covering Jubilee Hills, while part of survey number 102/1 is in Hakimpet village covering Banjara Hills.

Ceiling rules behind the prohibition

Most plots allotted by the society were in the 1,200 to 1,500 square yard range, and some members now hold more than 2,500 square yards after purchasing neighbouring plots. Under urban land ceiling rules, holding more than 1,200 square yards was restricted until the Urban Land (Ceiling and Regulation) Act was repealed in 2008. A society representative told TOI that plots above 1,200 square yards are the ones facing the issue, along with owners who added extra land to their original allotment, paid the society and got it regularised. He estimated that around 300 plots, or about 10 per cent of the total, are currently affected in Jubilee Hills alone.

One owner’s experience

A property owner who requested anonymity said he wanted to sell a house in a bylane near Road No. 36, close to the CM’s residence, but was told his property was on the 22-A list because survey numbers 403/1, 120 and 102/1 are notified as ceiling land. The Banjara Hills sub-registrar asked him to get an NOC from the Hyderabad collector. He also shared the market value report with TOI, which stated that “Jubilee Hills survey numbers are under the 22-A and notified as prohibited properties.”

Hyderabad district list hard to find

Unlike other districts, which submitted revised 22-A lists to the registration and stamps (R&S) department months ago, Hyderabad district has neither revised nor displayed its list on the department website. Owners who approach sub-registrar offices (SROs) are getting the land status only when they ask. This leaves buyers and sellers without a public way to check whether a property is flagged before they enter into an agreement.

What officials say and what remains unclear

Shaikpet tahsildar Y Anitha Reddy confirmed to TOI that the 22-A list is under revision and that certain survey numbers in Jubilee Hills and other land parcels in Shaikpet mandal are under prohibition because the government has claims on the land. What is not yet clear is how long the revision will take, whether the collector’s NOC will lead to individual properties being cleared, and when the Hyderabad district list will be published. Owners planning a sale or purchase should verify survey numbers at their local SRO and, if the property is flagged, obtain the NOC from the Hyderabad district collector before signing any document.
